Subject: A Petition in Opposition to the Lump Sum Payment
To: High Commissioner of the Ryukyu Islands
Whereas, in connection with the taking of land for the Nike Base in Yomitan Son, this office received the Notice of Determinable Estate as referred to in paragraph 2a of the CA Ordinance No.164;
Whereas, although we repeatedly petition to stop and reconsider the lump sum payment, the U.S. Government has compulsed the enforcement of lump sum payment, which policy is against landowner’s will and therefore we hereby express our deep grievance against your land policy, which is ignoring the Okinawan’s public opinion;
Whereas, we have cooperated with the U.S. military policy, dreaming the realization of world-wide peace, compulsory enforcement of the lump sum payment, which is actually being made at this time by your government, regardless of our distinct and strong opposition, is beyond we Okinawan’s Comprehension;
Whereas, if your government take any rigorous measures for said lump sum payment, the civil administration in this Ryukyu Islands will come to the situations, which are regarded as impossible to save.
